EMERGENCY RESPONSES
Cactus Tornado
On April 21, 2007, Cactus was hit by an F2 tornado. In all, there were 16 reports of tornadoes across the Texas Panhandle on that Saturday evening, including one in Tulia that damaged several businesses and injured three people. But Cactus suffered comparably greater damage. City and Moore County officials, including Cactus City Manager Jeff Jenkins, estimated about one-third of Cactus either was damaged or destroyed. The tornado injured 14 people, said Trooper Wayne Beighle of the Texas Department of Public Safety. "I am shocked no one was killed," said Charles Morehead, a special projects manager for West Texas Gas. Morehead said the devastation in Cactus was akin to that which he saw in Higgins as a child. A tornado swept through the town, killing about 50 people on April 9, 1947. It remains the most destructive tornado in Texas Panhandle history.

Valero Fire
HOUSTON (MarketWatch) -- A "major fire" broke out Friday afternoon at Valero Energy Corp.'s (VLO) McKee refinery in Sunray, Texas, according to a statement issued by the company.
Production at the refinery has been shut "for all practical purposes," one spokeswoman for the company said at 5:25 p.m. CST on Friday.
All plant employees and contractors were evacuated Friday after the fire began, according to an emailed statement from another spokeswoman, Mary Rose Brown. The fire was still burning at 4:56 p.m. CST, Brown said.
The incident is believed to have started in the propane deasphalting [sic] unit, which processes residual fuel at very high temperatures, Brown said.
There were several injuries in the fire, she said. One contract employee was transported by helicopter to a burn center in Lubbock, Texas, and two employees were transported to the center by ambulance. All employees have been accounted for, Brown said.
Valero sent two planes from its corporate headquarters in San Antonio with support teams, supplies and other resources, Brown said. Emergency response team members from other Valero refineries are also on the way to provide support, she said.
Witnesses said they heard an explosion at about 2:30 p.m. CST, according to local media reports.
The refinery has the ability to process about 158,000 barrels of oil a day.
